I have a couple of questions about Lotus Stare.
(1) I believe that "Making eye contact..." or "Making brief eye contact..." is a requirement for the spell to take effect. Which begs the question of what determines if either of the two succeed? Purely judge's discretion based on the circumstances?
(2) Any suggestions as to what types of creatures can/cannot be affected by the spell? For example, can you hypnotize a dog? A zombie? A vampire?

(1) Yes.
(2) It depends on the judge, but I would say that if it can see, has eyes, and is not immune to mind-affecting, it can be affected. That last might disqualify a vampire, if it gains that immunity as an un-dead creature.
