Let's be clear about Lucky Roll

A doubt keeps nagging me : if the Lucky Roll remains the same from a character's creation to its death, this modifier only applies to the character's Birth Augur. On the other hand, Luck's characteristic can drop over the course of an adventure (for a variety of reasons), and the modifier needs to be recalculated as it can alter various tests (critical hits, listening, etc). Is this right ?
