HackMaster 4e had a good method of stat increase (with fractions of stats increasing and a randomly rolled rate relative to the character's class). Normally I would say go with something like that, HOWEVER, I really like DCC because it keeps everything simple. No stat increase, I say!

I think if I made the players pay to learn an item's history, I would also make them invest to earn the item's benefits - maybe continual XP investments would unlock more backstory and greater power. Luck is not a crutch for players to lean on, the rules are fine as-is. Man, if you give players an inch, they'll take a mile! If my players complain that the pay-off for spending Luck isn't lucrative enough, I'll just remove the rule entirely for them.
