I don't know about the specifics of Dragora's Dungeons, but in general in 4e a magic item gains a +1 for every five levels of the item. So if the cloak is level 3 with a +1, it would be level 8 with a +2, level 13 with a +3 etc. You can then compare it with other items of the same level to find the ...
