Starting Levels

Two questions, one of which was answered a while ago and I'd forgotten what said answer was...

1. Suggested character levels in the core book are 4-6, I think, for Div III Crawls. But by default, the book has the player characters starting at Level 3. Is this intentional, or was one of the numbers supposed to be adjusted one way or the other? I can never remember.

2. If you're starting a campaign with Dungeonbattle Brooklyn and allow your players to build their own characters, do you start with standard level 1 construction from the PHB, with regards to starting money and the like?

1. I don't know the answer for one I've always started my players at 4 though.

2. I haven't done it yet but I would start players at 1 and let them buy equipment with the following exceptions. they are allowed no master work or magic gear except potions and scrolls. as this seems to fit in with the theme and the prepared equipment given in the adventure. Also I feel it more closely mirrors that they are college students just starting out in x crawl and who are now unexpectedly playing in a lethal event, they haven't had a lot of prep time to purchase what they would were they really going into xcrawl proper.
