I noticed that For example, the book says a "Stun grenade may only have a Complexity Mod of 1 (you push a button and throw it away)" Pg. 156. But on Pg. 164, Grenades are all Tech Level:4-5 and Complexity Modifier: 4-6. Even the so named "Stun" grenade from the earlier example.

Could the increased tech level be to produce additional or repair the item if it's defective?

I can see their use being misunderstood by someone who is not familiar with them (the opposition throws these red rock like items at us and the made a loud noise knocking us senseless but when we captured some later and threw them at our enemies nothing happened (didn't push button to activate)). Pushing the button on the thunder rock to find out what it does may be the only way to discover this secret of the ancients. If you want to be a benevolent judge you can give it a blinking light (slow to fast before it goes bang) to prompt them.
