Thieves and Shields
I couldn't find it, but how does the thief interact with shields? Can they use them or not?

Shields cannot be used with two-handed weapons.
That's all. Everyone can use every kind of armour, but there are penalties.

I couldn't find any penalties for thieves using shields.
Is it a case that they flat out can't?
I'm thiking of allowing them to use them in combat, but giving them a -4 penalty to use them in all other thieving skill use situations.
