Silence spell. It's not in there.

I was wondering about how to deal with spellcasting and silenced areas, but I looked and found that the spell was not in the DCC RPG rulebook. Or did I somehow miss it? Is it safe to assume that all spells require verbal and somatic components at the very least?

This could be a conscious design decision, so that the fancy Spell Duel rules get used.

I agree.
But there isn't any reason you can't create your own silence spell with a DCC chart.
