Chill Touch
Chill touch cannot be used with ranged weapons to get the bonus damage right. The range of the spell says touch but the rule says that the next attack gets the bonuses and does not specify if that is a melee attack only. It seems like in the spirit of the game that it is melee only I just wanted to make sure. thanks!

Yes, the range is touch (melee). No, the spell cant affect ranged attacks.
Most of the effect results specifically state that the caster's hands are charged with energy, but none of them mention imparting that charge to anything else - so a range weapon would logically not possess the charge to carry along.

so then it applies through an attack with a melee weapon?

So a few questions then for trying to understand the spell
Does it apply through a through a melee weapon attack or only through touch?
If it doesn't state it imparts energy then how it could impart energy through a melee weapon?
It states that the creature the caster attacks takes additional damage but it doesn't state what that damage is in addition too ( ie weapon attack or unarmed attack?).

This is an attack with the wizards hand, not through a melee weapon. Damage would be equal to an unarmed attack, which is 1d3 + STR in addition to the extra damage from the spell.
