I am confused by the learning a spell paragraph on p. 124

What are the criteria for the check? What happens if the check fails? Does the wizard roll randomly for a new spell instead of learning the spell they have found?

Forgive me if you have already looked there, but I found the discussion on pages 314 and 315 very helpful on exactly this and a few other points.
