In my campaign, at 1st level, an elf character may purchase one piece of armor in mithril :

Mithril Chain Shirt (light chainmail)
AC : +4
Check Penalty : -2
Speed : -
Fumble Die : d8
Cost : 100 PO special price for Elf Class, 1000 PO for others

Mithril Chainmail
AC : +5
Check Penalty : -3
Speed : -
Fumble Die : d10
Cost : 150 PO special price for Elf Class, 1500 PO for others

TBH I think that playing an elf gives you so many advantages, that my PC elves will have to quest for mithril armour
