Range should be "Varies", not 40'.
Save should "Will vs check or None".

I think that those are the defaults, which can be overridden by a high result on the spell check. The reason for having it is that the player needs some reasonable expectation of what the spell will do prior to casting in order to make the decision whether or not to attempt casting it.

At least that's my take.

There are other spells where the default changes with better rolls and it says varies up top. So Color Spray is inconsistent with those other spells. As I see varies so often on the spells, I'm beginning to think Range and Duration should just be removed from the top of the spell block.
