1d4-1 and Minimum Damage 1

1d4-1 and Minimum Damage 1

In the Beta Rules it says:
A successful attack always inflicts a minimum of 1
point of damage, even if the attacker has a negative
Strength modifier.
In the Starter Adventure there is a creature with damage 1d4-1. Assuming the quote above applies to creatures as well as characters, I assume that means the creature deals 1-3 points of damage. Why not just specify the d3?

Damage = 1, 1, 2 or 3

There's a higher chance of doing 1 point of damage, thus a relatively lower chance of a 2 or a 3.
