I get that dwarves and halflings have stubby little legs and don't move as fast as elves and humans.

It doesn't seem right that a dwarf in heavy armor loses half his speed when putting on a suit of plate armor while a human or an elf only loses a third of theirs. I'd think that removing the penalty altogether for dwarves or at least reducing by 5' would make sense.
