How do you handle multiple zero levels and their Initiative?
So how do you approach the players initiative order when they each have multiple characters?

For zeroes, all PCs for a single player go on the same initiative, using the best modifier in the group.

So, say player A has 5 characters do all 5 characters get an action during player A's turn? Or does one character get a turn, then it goes to player B?

They all go.
It can seem lopsided, but through the attrition of the Funnel it rapidly matters less and less as players have fewer and fewer characters.
In some cases, it can almost be unlucky to have the high initiative, since later initiatives can learn what NOT to do...
