Tactical Withdrawal

On page 36 of the core rules, under "Special Combat Maneuvers", the paragraph labeled 1), there is reference to "tactical withdrawal". Is this term explained somewhere in the rules? If not, can someone explain it here?

A tactical withdrawal means retreating as full action in a round (at least 5’), while avoiding an opportune attack.

That sentence will be in the revised document.
