gnome necromancer in Idylls of the Rat King

How does the gnome necromancer create all of his undead buddies when he is too low in level to do this?

I asked Jeff Quinn (the author) myself and he answered thus:

Narzy was given control over the undead in the mines by a greater power (his deity) for 3 reasons:

1) his necromantic abilities
2) he is a mining foreman and a fair share of the undead either were miners or animals that burrow
3) the deity wishes to facilitate the release of Lady Serrenna Valuois (the evil entity trapped in the mine)

Hmmm... this would be alot more believable if he was a cleric instead of being a wizard. If he was a 5th level cleric instead of being a Wiz3/Exp3, he would be at the same CR and would be able to create undead by his own power. But in any case, players won't know the diff - will they? :wink:

That's the ticket -- as long as you can fool the players, you're OK. ;)
