Question on: steamborg II blood engine

Blood pump normally makes you loose hp. But a blood engine gives you bonus hp. How is that possible?
And more importantly, what exactly is a "vampiric steamborg"? (Please dont tell me its a vampire with steamborg class
) If a steamborg is not "vampiric", does he have to refill his blood engine and how?
