What are the racial modifiers of Tortogs? I plan to design a Tortog NPC which will be pretty important for my campaign and I know that sooner or later one of my players would like to play one himself...

I think you really want to look in Almanac of the Endless Traders. It has all the info you need to play tortogs and slathem.
