Question about the Drow from Complete Guide to Drow

Hi there!
I'm told that this book details the Drow having an extra knuckle in their fingers?
Did the author (Jeffrey Quinn?) create this, or did he find it in some official TSR/WotC source somewhere?
If the latter, can someone give me that source? This is a bit of a bone of contention between some players in our group, with some insisting that they do, in fact, have this joint, and it makes them "more" identifiable in disguise.
