Thief cast spell from scroll intelligence modifier?

Page 36 says a thief does NOT add intelligence or personality modifiers to DC check for casting spells from scrolls. While table 1-9 on page 38 has a footnote says a thief's intelligence modifier modifies checks for this skill?

Seems like it's not too much of an advantage to allow the the bonus.

The rules say: a cleric can use his action die for attacks or spell checks. Is this a permanent choice made at first level? Sounds like it.

Spell save DC?

What's the save DC for spells? I couldn't seem to find this in the rules PDF. I'm guessing it's something like 10 + spell level + Int modifier.

Since the spell roll is based on level the spell success gets higher for each level a character attains. This makes me think that spells themselves don't need levels. NPCS class

How would you recommend handling NPCS classes? I'm working on an adventure which has many NPCs. With a wide range of occupations. I don't exactly want to make these 0 level.

I suppose I can chose the closest equivalent class. Which works better for some cases than others.

I guess I feel that uneven XP scales say that the classes are not balanced. Meaning at higher levels you'd run a game and say that it's a 5th level game for Fighters but 6th level for thieves. Whats the reasoning behind differing experience advancement different classes?

Seems the amounts are pretty close simplicity would say make advance the same for all classes.

I think there should be a clause that says you need to hit on a 20 (when rolling a higher die type) to crit. The max number on the die always hits.

I had been thinking along the same lines. The same goes with fumbles. It would seem you would be more likely to fumble on D14 or D16 roll. This might be intentional to make people think about using that second attack. The lowering of the crit potential with a larger die seems awkward.
